Letter from Sean Yeo

I REFER to the letter from the Hong Kah Town Council, "Town Council litter
watch" (Feb14), sent in response to Mr Thian Chen San's letter of
complaint about litterbugs.

I am also on the receiving end of dog fur, fruit peels, cigarette butts,
tissue paper and flyers thrown down from units above my flat.

I know that the Town Council and the National Environment Agency are doing
their best, but the problem will persist if the root causes of such
littering are not addressed.

Enforcement patrols or stakeouts are futile because the perpetrator may
only strike intermittently. A reminder letter is not effective if the
perpetrator does not read it.

I have a proposal for flats for which the ledges on which the
air-conditioning units are placed accumulate litter.

First, narrow down the possible offending units based on the projectile
path of the litter.

Second, photograph and collect the littered objects as evidence.

Third, visit each suspected unit - if necessary, enlist DNA tracing to
pinpoint the culprit, with the cost to be borne by the perpetrator;
educate all residents of the offending unit and get them to sign a form
acknowledging what they are taught; and inform the resident that if the
offence is repeated, his name and unit number will be posted on the public
notice board.

It may take a lot of work, but this will go a long way to create a more
pleasant living environment.

Bring in Gil Grissom and his team!! If you do not know, he is from the hit series CSI, the team supervisor and one of the main lead in the series.

Although I love this show very much, but what the criticism on the Wiki page is quite true. The show maybe really interesting, but it sort of lacks in some bits of reality.

I think he might have watched a wee bit too much of CSI, and suffering from the "CSI effect"
